This is likely an oversight as the remainder of the covenant and shard of domination effects have been banned.

Sha touched gem. As of patch 5.4, these sockets only appear on weapon items that drop from bosses in the heart of fear and terrace of endless spring raids. These weapons also have a higher item level than other gear in the tier. (note, this may change in the future, as i can't see a raid finder weapon being gemmable.)

If you don't think you will see one for the foreseeable future, gem what you have (also considering you have upped your weapon twice via vp). Even with a sha gem the weapons are not bis, so i hardly think the addition of an extra regular gem via a prismatic socket is going to make a huge difference. Gem bonuses are activated when they are placed in equipment sockets and the equipment is worn.
